The objection does not apply to the New Territories where the village rent roll does not exist.

The form of the old Ordinance made it rather difficult to amend and it seemed more convenient to repeal it and re-enact its provisions with the necessary alterations.

In my opinion this is an Ordinance to which His Excel- lency the Governor may properly assent in the name of His Majesty and on His behalf.
